All three farmers have delivered their hops to Halfhill. Perhaps you should check in with Chen to make sure that he received them.

To be able to talk to Chen Stormstout and move on to The Emperor, you need to complete all the quests in all the hubs you are sent to while asking NPCs for hops during Hop Hunting. You also need to complete the quest chain associated and beginning with Li Li's Day Off.
Don't forget to complete Gardener Fran and Her Watering Can!
Once you have completed all the quests in all the hubs, Stormstout's Hops will automatically pop up for acceptance and send you back to Chen at Halfhill. Visually, you'll know ready when Chen is surrounded by the all the ingredients he needs: water barrels, hop baskets, and a grain basket.
If you don't see all of these ingredients, go back to the Hop Hunting quest hubs and look for more quests to complete.
You must complete one quest from each of the people you talk to and also one quest from Mung-Mung (Hozen).
A failure in the quest design IMO.
This quest is automatically presented to you after you complete previous quest, Hop Hunting, and 2 of the quests given by people you visit for that quest:
- Gardener Fran and the Watering Can from [npc=62377]
- Weed War from [npc=57385]

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Virmen, they bite too much. They bite Mung-Mung's carrot. They bite Mung-Mung's pumpkin. Mung-Mung try to shoo them away, and the dookers bite Mung-Mung's tail and foot. Enough is ookin' enough. You fight way better than Mung-Mung does. Bring back their bitey teeth. Then we see who does the biting.

Would you mind checking in on Mudmug? He may need some assistance bringing that water back. I'm sure he'll appreciate the help of a big, strong <class> like yourself to help him shoulder the load.
