TheWoWDBTo be able to talk to Chen Stormstout and move on to The Emperor, you need to complete all the quests in all the hubs you are sent to while asking NPCs for hops during Hop Hunting. You also need to complete the quest chain associated and beginning with Li Li's Day Off.
Don't forget to complete Gardener Fran and Her Watering Can!
Once you have completed all the quests in all the hubs, Stormstout's Hops will automatically pop up for acceptance and send you back to Chen at Halfhill. Visually, you'll know you're ready when Chen is surrounded by the all the ingredients he needs: water barrels, hop baskets, and a grain basket.
If you don't see all of these ingredients, go back to the Hop Hunting quest hubs and look for more quests to complete.

Description
With Li Li fetching grain, and Mudmug handling our water, all we need is hops, and some good wood barrels. I'll handle the barrels... but I need you to gather the hops. I don't know much about the hops from this land, but I'm sure the nearby farmers have something worth brewing with. Go see what you can rustle up.
