That Dangling Carrot is a quest for level 15-35 in Valley of the Four Winds. It rewards 1 reputation reward, 2,400 experience and money.
Grandpa always said, "Carrots ain't nothin but a welcomin' mat for virmen." I don't think I ever saw him grow a single carrot.
For once, I disagree with Grandpa. I like to live on the edge. Plus, I like to eat carrots.
I like to eat carrots on the edge.
Could you get some seeds and grow one for me?

You may dig out the sprout to free the plot, once you've got a credit for the quest and turned it in.
I.e., if you're maximizing your crops by listening to the drunk fish.
The quest does not require you to grow it.
