After hunting for this quest for a good 15 minutes on my Holy Paladin, I discovered something that may be of relevance; It appears that you need to be in melee range of the monster to recieve the [spell=91082] buff.
I killed several furbolgs (Read: 25+) through ranged means, and didn't get it, however one of them managed to get within melee range of me, and the moment it died I got the buff (and thus the quest).I have no idea if this is how it actually works, but it might be something you'd wanna try in case you are stuck trying to get the quest and it feels like it's avoiding you somehow.

When you complete the quest, Witch Doctor Mau'ari tells you to go find "de E'ko" on all of the creatures in Winterspring. If you get all seven types of E'ko (depends on the type of creature), you earn the E'ko Madness achievement. (If you mouseover that link you can see the seven creature types listed.) This quest (Strange Life Forces) was triggered the first time you got E'ko from one, so you have six more to go after that. Each type gives a different buff, too.

Description
When this creature died, some sort of energy was released from its body. The energy was passed on to you, and now you feel somewhat stronger. According to Winterspring locals, Witch Doctor Mau'ari at the Snowden Chalet is an expert in the wildlife of the area. She might know something about this mysterious energy.
