Note that this quest starts from an item (Strange Mojo), which drops from the Drakkari at the Altar of Sseratus. It should drop on the first kill.
I can confirm (just did it 10 seconds ago) that you can fly into Zul'Drak without ever having touched or accepted a single quest in the zone, and get the item to drop. It will drop from the first troll you kill at the Altar of Sseratus, and if you destroy it without accepting the quest, it will drop from the next troll killed with a 100% consistency.
