This quest takes place in Darkfeather Valley, northwest of the Skyhorn flight path in eastern Highmountain.
[npc=119191]s can be found on the ground as right-clickable objects, as can [npc=119186]s. Other players' interactions with these objects will not affect your ability to do so. Elite [npc=119199]s can be found along the western ridge of the questing region.
It's important to note that the eagles "bound" are not the ones you are looking for this particular quest. What you are looking for are right clickable, kind of lying on the ground (as Jnasty commented.)
The eagles with purple swirly are not the eagles you want. Look for the ones splat on the ground, just click on them to set them free.
