Use Mysterious Trashpile and acсept quest from [npc=136608].
If you can't use the Mysterious Trashpile, you probably need to complete a prequest first (Get Hek'd <= more info inside)

   Try not to agro mobs on the road and don't run to far of the road
   Ideal Prank Spot is on the road, you will see a glowing item there.

4. Use [object=281406] and you will see short event
   You shackle 2 Amaki Scouts with your prank trap

Taking the Loa Road is one of the steps of the Get Hek'd
It is located in the Sunken Path Nazmir subzone.

Just a comment - if you keep getting de-disguised even while avoiding mobs, it's possibly because you're going in the wrong direction. You should be heading away from the ruins with the courtyard, and on the road across the swamp.

You can actually mount a flying mount and just fly over everything while transformed, making this quest stupidly easy.
