You don't have to relog, just wait until the dragons behind him spawn again.
Has nothing to do with relogging. It happens when someone takes the quest right before you. Simply put, make sure you unmount, and wait there until the follow up quest appears. Took about 3-4min for me and quest just poped out of nowhere.
