Go up through the Emperor's Gate, make the first left, and head to the waterfall. He's in the shimmery magic bubble zone like the other questgivers.
This quest has to be completed the same day it is accepted. I tried to find Daelin above the waterfall but he wasn't there. I abandoned the quest, started it again the next day and he was there.

Description
I do not want to see another Zandalari beast rider breach our defenses! I have dispatched Scout Captain Daelin and some war mages to the Beast Pens northwest of here. Their mission is to infiltrate and harass the Zandalari siege and cavalry units. I want you to join them and lend your expertise. Keep an eye out for the tell tale shimmer of their magical cloaking spell.
