If this quest is not showing up for you at max level in Dragonflight, make sure that you do not have the Harbinger quest. For some reason, it will stop this quest from appearing. Either drop the Harbinger quest or complete it and you should be able to get this quest.

I tried everything, and finally after dropping it, the quest popped up automatically within about 1 minute.

This is interesting. I have a Death Knight who never turned in the quest to join the Horde, which blocked me from talking to the NPC outside Orgrimmar who initiates the Legion campaign. I played the expansion without an artifact or a class hall as a result. Now I've come back for Battle for Azeroth and this quest automatically popped.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
