TheWoWDBI abandoned the war within quest line that i had not touched yet at lvl 74 on an alt and they immediately showed up and gave me the first order hall quest.

Orik Truehart is at scribe trainer. If he is not there you need to wait few min for him to respawn.
If you can't find [npc=106209] to start An Urgent Gathering it's probably because you still have to do the questline starting with The Harbinger. Completing this questline should put you back in the correct phase in order to see [npc=106209] and get the quest.

Description
A critical decision must be made, {name}. The Legion devastated our forces at the Broken Shore. The mightiest army this world has ever known was reduced to cinders in moments. We must gather those with the conviction to save our home. Travard of Tyr's Guard and Orik Trueheart have each made plans to do just that, but we must not let them walk alone. I ask that you seek them out and guide them to Krasus' Landing so that we may make this decision together.
