Official update (01/08/12) from Blizzard on the matter:
"Unfortunately, “The Darkmoon Faire” quest cannot be made available for characters that previously completed the quest. This is due to the fact that this quest is not a new quest, but reuses the old quest ID. We realize this was an error and will be taking steps to not repeat it for future quests, but it does mean that characters that completed it before will not be able to complete the new version with the ticket reward."
intrestingly i was raiding IF the other day on my horde and the person had the quest so i grabbed it

If you act right now, you can redeem this voucher for free prize tickets and a copy of the world-famous Darkmoon Adventurer's Guide to help you identify treasures in your travels! Just hand your voucher to Gelvas Grimegate located inside the Faire. Right now, the entrance to the Faire is outside Goldshire, in Elwynn Forest.
