TheWoWDBThe mail shoulders seem to be greatly under budget compared to the other three. Compared to the cloth shoulders, they have 16 less intellect, 16 less stamina, and 12 less spell damage.

The mail shoulders are indeed underbudgeted, i don't understand why this comment was downrated.
Stamina..
Cloth Shoulders: 34
Mail Shoulders.: 18Intellect
Cloth Shoulders: 41
Mail Shoulders.: 25Spell power
Cloth Shoulders: 48
Mail Shoulders..: 36Crit rating
Cloth Shoulders: 30
Mail Shoulders..: 30This is most definately a bug, and needs to be fixed.
No, they meant some items with equal budgets might not be equally good for your class. A good example would be, say 40 critical strike rating or 40 agility for a DPS Warrior for example. Even though they have the same value, the rating will always be better for DPS.

Description
In my peoples' struggle against the forces of the undead, they dug deeper as they lost ground. They inadvertently exposed minions of the Old Gods known only as the Faceless. In the end, we could not fight a war on two fronts. With your aid, perhaps the Faceless will finally fall.
Getting there
Inside the dungeon: Ahn'kahet: The Old Kingdom
Azjol-Nerub was an empire of great strength when the Lich King arrived in Northrend. Despite ferocious resistance, however, Scourge forces managed to overtake the subterranean kingdom and slaughter its inhabitants, the nerubians. Scarred by years of war and abandonment, this vast domain is now occupied on two fronts.
Bosses in the Adventure Guide, in order: Elder Nadox, Prince Taldaram, Jedoga Shadowseeker, Amanitar, Herald Volazj.
Entrance: Dragonblight at 28.5, 51.8.
Instance text, bosses and entrances are the client’s Adventure Guide data.
