Even though on the map its looks like you can reach there from the Shrine of Storm flight path, you actually need to stride across the water from the Tidecross flightpath (Alliance) and get to it from that direction.
Only 75 rep? Seriously?
You can easily fly there with a Goblin Glider Kit from Shrine of the Storm, without any swimming -- if you're careful!
If you tried to go straight for your destination by jumping off behind the Alliance flightmaster, you'd be teleported back by [spell=272005], presumably because you're flying over an instance. You can avoid the fog by first walking to this platform instead:
