There are afew ways that people have been able to progress with and complete the quest. When you land at the cauldron you can try afew of these things or all of them as it has seemed to work for most who have done it including me.
1. A simple relog works for some
2. When you land talk to Choluna again and ask her to fly you to the cauldron and the npc to hand the quest into will appear (this is what i did and it worked for me)
3. Talk to the other druid next to Choluna and get him to take you down to the bottom and run back up.
4. Hearth back to your garrison and then fly back out to skysea and then get taken to the cauldron again.

Ok, so I tried going back to Skysea Point and flying again, and there was still no quest person. At the Cragplume Cauldron, I spoke to Choluna and asked for the flight, even though I was already there. Then the quest person showed up.
This happened to me. I simply logged out and back in. The quest turn in NPC was there after that.

Description
A high value artifact at Cragplume Canyon, hmmm? Let's see if we can't beat the Iron Horde to it. Let's move fast. Speak to Choluna, and we'll be on our way.
