This quest appears to be unavailable based on some other quest, but I can't figure out what. First I thought maybe it was because I hadn't finished the Witness to History, I finished that chain... still couldnt get it. Also Mishi wasn't at the Shrine, when I flew over to the Seat of Knowledge, Mishi was there in full size form and I went to Lorewalker Cho and was able to start the next quest.
Lena will only give this quest after I unlocked dailies of all factions (exclude the tillers) in pandaria.
