I was able to get this quest even after I did all my dailies. I found Leven Dawnblade at Setting Sun Garrison which was the last quest hub for that day. I'm not certain if he only shows up to the last hub or just there after all dailies are done. If you have done all your dailies yourself and reach exalted, you can try to find him that way.
Took me a while to find Zhi the harmonious but finally found him at mistfall village. Cords are 40.2 77.2, Hope that helps those like me who had a hard time finding him :)
