TheWoWDB[npc=59977] is the stone guardian of [npc=59921]. After accepting this quest it tells you that you need to go into Gao-Lai Halls and kill [npc=59977], however you can not attack or even target him. You need to enter combat with Zhao-Jin to get access to Dagou. Zhao-Jin is a level 90 Elite, but don't let that scare you. You don't actually have to fight him. Just attack him and he will talk for a few seconds than send in Dagou.
Edit: Oct 4, 2012 hotfix All players attacking Dagou will now properly receive quest credit when he is slain.
