He is on the other side of the fence, he is easier to spot if you fly onto the other side and look then looking from above or from where you picked up the quest.

I can't seem to find this guy even though I'm right on top of the quest marker. Is there any phasing that goes on in this area that would move/remove the npc if the quests were done in the wrong order?
He's at Twilight Highlands: Gorshak War Camp (63.17, 47.61)
That's just outside the fence. I didn't see the quest mark untill I got "outside" of the camp. So probably phased.

Before this quest

- Dropping the Hammer
Thanks to you and Iain, we've got enough riders together that we can take the fight back to the Twilight. We're trained to fight while ridin', but a second rider to handle the Stormhammer tends to be more efficient. I thought you might enjoy the honor. Pick your gryphon and join the fight.

- They Took Me Pants!
Why I be standing in the grain crate? Long story short, there were hornets and some Dragonmaw that showed up at a bad time. I got away safely, but the bastards took off with me legguards! My sister made those for me from scratch, even engraved my name on...
