Use the grapple point at.45.7, 32.9 and continue via the grapple points. If you can do the other "The magic of flight" you can also do this. If not "don't try". there is a looong way down
It may be bugged, when I completed the quest I was teleported inside a rock and was stuck there
You need to use your Grapple to get to the mage for this one. You're aiming for the Grapple Point at 45.09, 35.53. There is more than one way up - I started with the point at 44.26, 37.94. Once you are there you can see Archmage Kesalon in a bubble. After that it's the same as the other Magic of Flight quests - you just need to get in a bubble and follow it to its destination, which in this case is on top of the axe held by the big statue in the valley below you.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #634 46.0 35.5Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Stormheim, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Stormheim:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
