You will receive a message from the Lich King to go raise Whitemane from the dead no matter what level you turn in the Nightmare Lash. You can not however, receive this quest from Mograine until you are lvl 110. It also appears that you must have secured

the Light's Heart in your order hall for safe keeping as I was not able to receive this quest until after Khadghar contacted me through the orb in my order hall.
For legion remix peeps. A portal appears right next to the quest giver. Just ignore the part of taking the portal to Kara because you will just be wasting a lot of time and patience

Description
The High Inquisitor of the Scarlet Crusade?! You will not find High Inquisitor Whitemane listed in the annals of history alongside the names of fallen heroes. Still... despite her madness and zealotry she held a bond to the Light unmatched by even the greatest paladins. There are few scarlet crusaders left on this world, but Scarlet Monastery is far from abandoned. The monastery now houses the most zealous and crazed crusaders the order has left. Success will require a full blown assault.
Where to go
