The Lich King appeared after I finished the DK Campaign (the 5 quests for the followers) and told me to go to the Scarlet Monestary and "make her rise" or some such thing. There were no quests around. So I went there anyway and killed her and nothing happened. Seems that even though he talks to you at LEVEL 108 and tells you to do it, this quest will not happen til 110. I assume it's one of the guys standing in Ebon Hold with a grey quest on his head.
So don't make that mistake. The Lich King telling you to go there after the campaign is complete and you aren't big enough to do it is very misleading.

UPD: On lvl 110 she gets an ability called "Arise my Champion" lol
The lich king seems to talk to you after you have obtained 5 of the things. currently at 105 and i was told by him to seek her out.
