TheWoWDBAt some point after you hit 110 you'll get the quest Vault of the Wardens: A Masterpiece of Flesh from [npc=93491] in your Order Hall, this will send you to the Vault of Wardens to collect some stuff. After you turn in that quest Rottgut will show up next to Thorval and offer the Champion: Rottgut quest to recruit him.
I'm not sure if it's a requirement, but I had completed my main Order Hall campaign (awarding the A Glorious Campaign achievement) before this quest showed up (or before I noticed it at least).
