TheWoWDBYou can pick up this quest from your Adventure Guide. Once you have completed the brawl/bg the turn-in is in Silithus. Best way there is to take the portal to the Caverns of Time (from the portal room in the center of Dalaran) and head west. You should see a yellow 'arrow' on your minimap to head you in the right direction. Turn-in to Nolan Speed. He's inside a tent at 69.4 17.75 in Silithus. You do not need to talk to Zidormi to alter time - he's there in the 'present' time.

You need to have done
the previous Silithus quests (after Antorus) to be able to accept thisAntorus and the breadcrumb (from Nathanos or Shaw) to unlock this. Leads nowhere, for now.
For anyone wondering, after you pick up this quest all you have to do is queue up for Seething Shore, enter the BG and I don't know if you have to be there for all of it because i was only there for the last 200 going to the Horde ported out of Seething Shore and was able to turn in the quest.

Description
We've received reports of an island off the coast of Silithus that is ripe with Azerite deposits. It is vital that we secure the island before the Horde learns of its existence. Master Mathias Shaw is personally leading the expedition force and has requested that you report for duty. Good luck!

The dark blade of Sargeras has cast a shadow of destruction over this land. It seemed that the silithid hives were destroyed in the attack, but I have received reports that the silithid are returning. If it were up to me, I'd burn those wretched hives once and for all! However, it is not up to me.
