(As of 10.1.5) If the Earthen Guardians / Nathanos aren't offering you this quest - make sure you've completed the DF intro quest To The Dragon Isles (questline starts with Wrathion - The Dragon Isles Await).
After completing the DF intro quest, the Earthen Guardian FINALLY offered A Dying World.
The Blizz support article says don't be on the DF intro quests (which I interpreted as "not in your questlog"), but this is incorrect - I had to actually complete the questline (which only takes ~5 mins)
EDIT: (11.0.2) - This may be different now, with some TWW quests involving the Chamber of the Heart causing some OTHER problems as well.

On 9.0.1 (pre-patch), if you leveled with chromie in BFA, you won't get the quest on lvl 50, but you can get it from Earthen Guardian, just outside The Great Seal in Dazar'Alor
If you are a NEW subscriber, playing a low level character:
1. You are being forced to play the Battle for Azeroth (BfA) expansion, because that is the only way Blizz can get anyone to play it. It is most people's least enjoyable expansion.

2. On your zone map you will see a highlighted quest location for "A Dying World". If you are here, you've probably spent about an hour looking for the quest giver, and haven't found him. That's because he isn't there! The marker points to nothing!

3. The questline for the "Heart of Azeroth" is an interesting and important part of BfA. But...you can't get the Heart of Azeroth until level 50! So you are being forced to play BfA without the most interesting part of the expansion! And, since you will drop BfA like a bad habit once you hit 50, no Heart of Azeroth for you!

4. There is no way around this problem (at least that I can find). And yes, this problem is due to simply laziness on the part of Blizz. And no, there is not a single place on the internet that explains this problem. So don't feel bad if you've looked and found nothing.

If anyone believes that I am wrong, or has a workaround that I haven't discovered, please let me know. And pardon my snark. Normally I LOVE wasting time hunting snipes, but apparently not today.

Description
Champion. Magni Bronzebeard needs your help. Azeroth is dying. Before this war, a massive demon called Sargeras stabbed the planet with a sword. Our planet cries out in pain while the Horde and Alliance fight amongst each other. Magni Bronzebeard believes you can help heal the planet's wounds. Meet him in Silithus. He has set up camp where Sargeras's sword impacted our world.
