The quest beings in Boralus with the image of Mimron, located between the transmog NPC and the Snug Harbo Inn.
After many deaths and some trial and error, I discovered that you have to be within MELEE range of Hati for the essence collector to work. If you attempt to shoot Hati from range, he will root you for 20 seconds and summon three arcane balls of energy that explode when they hit you, doing MASSIVE damage. And now you're dead. He also casts a straight line of frost energy toward your direction. This will interrupt your attempt to collect his essence. But you eventually get it all. A dwarf, Grif Wildheart, and Thorim will assist you during the two battles with Hati. Be prepared for a lot of travel. You will begin in Boralus, go to Storm Peaks in Northrend for the Temple of Storms and the Halls of Invention, then on to Silithus, and back to Storm Peaks to enter Ulduar. You will finish the quest line back at the Temple of Storms. Oh, and before I forget, you battle three progressively difficult waves of mobs in the Halls of Invention. They will appear out of portals while Mimron is attempting to locate Hati's essence. You can take them down pretty fast. No problems to worry about there.
Enjoy your six versions of Hati. It's only cosmetic, unfortunately. His abilities do not change from one version to the other. You can collect all six and put each in your stable (which is conveniently provided for you next to Thorim's throne via a clockwork gnome) or you can carry five different aspects on your person that you can choose according to your own preference. Hati is also a full pet now. You can control him and he has Spirit Beast abilities. Your faithful companion is once again fighting by your side!

Saw no other comments about this, but just to confirm, this will not show up until level 50. Just in case anyone else was confused about it since the shadowlands level squish.
In case you're wondering, you can do this quest chain fine on a character who never completed (or even started) any of the weapon quests in Legion.

Description
{name}, I have wondrous news! A recent energy signature tripped several detection relays I installed after that unfortunate incident with Sargeras. I require further data to know for certain, but initial diagnostics suggest that these energies are coming from Hati! We might still be able to save him! Hati's spirit is still bound to your own, so I'll need your help. Meet me at my library in the Storm Peaks right away!
