TheWoWDBIt's possible you can't pick up this quest if you've already done stuff with the Tortollans. For example, I transferred my character from Alliance to Horde at level 120, after I'd already done a lot of the quests in Kul Tiras. Going back and doing these Zandalar zones, this quest wasn't offered to me from Sezahjin.

Edit: Went to Tortaka Refuge (same in Voldun) and was able to continue with the quests.

Description
Have you ever met a tortollan before? Dey have all kinds of useful scrolls and artifacts for sale. We used to trade often with de Tortaka tribe, but we haven't seen or heard from dem in weeks. De tribe has a village in Darkwood Shoal. We need someone to make contact with dem and reestablish our trading partnership.
