If you're just trying to get the flightpoint for an alt, then the Through the Old Roads quest line is the one to follow to get here. Basically, you rescue Waycrest, take care of things at Arom's. You then get 2 new quests - one to Watchmen's rise (get's you that fp), then Old Roads - which eventually takes you to Falconhurst.

SMH, so, if you WALK into Falconhurst, you can't do the quest because you didn't finish the previous quest somewhere else. Walk back to where ever, then do THAT quest, to be told to walk BACK to Falconhurst so you can talk to a person OUTSIDE of Falconhurst and start the quest. What drugs are these programmers on? And, more importantly, why are they not sharing them?
What's even more confusing about the sequence of events that needs to be accomplished before you can do ANYTHING in Falconhurst, the flight point icon is visible on the main map, but when you get there, the "rides" are present, but the flight master is not. So, the programmers didn't want us to just "show up" and start the quest there. WHY present that proverbial "carrot on a stick" to entice is to go there before THEY'RE ready for us to go there?
Edit: Unless gated behind rep, which this does not seem to be, I thought we were given the choice as to where to go, what quests to do, what order to do them. Obviously the programmer that wrote this quest was sick the day they discussed that plan.

Description
Our time here was well spent. The guards in Arom's Stand can handle what few Drust forces remain and I suspect the Drust leader and his magic might have some greater part to play here. However we must continue on the mission to Falconhurst. The path on the far side of these ruins will take us there. I will ride ahead and meet you outside of town!
