Went to turn in the completed Quest but he was not there at the place that the map indicated.
There seems to be a glitch with several of the new Blasted land quests making them repeatable even if you've already completed them. However, in some cases, the quest can be accepted, but you can't turn it in once completed. Several including myself ran into this issue today.

Description
Those Iron Horde cannons are laying waste to our troops. I'm not sure how much more of this we can handle. Our forces are already spread too thin. There has to be a way to stop those war machines.
