TheWoWDBA great place to pull from is the staircase @ 61.58 62.78. At least 3 patrols come by there and you are perfectly safe from pulling anything else there.

if you want to solo the quest you can go there and pull the groups of 2 into the fountain. Only the Nobles will follow you into the fountain, the Collaborators will wait outside and evade until you hop back out. Easy way to solo it.
If you turn left out of the Menagerie area (where you find Su'esh), and hang out on the staircase, there are 4 collaborators that spawn without too much trouble from patrols. Just be sure to stand on the moon at the base of the second flight of stairs, so you get credit.
