The item is located directly underneath the bridge where you start the quest. Just jump into the bubble with the archmage and wait for another bubble to spawn under you, near the ground. Dive down and just follow this bubble.
If you're doing the Suramar world quest, the Magic of Flight and you can't understand why the world quest isn't starting or activating, even if you are standing to or talking to that archmage, you have to be on top of the bridge and it'll activate.
The Suramar version is tricky. The mage is floating next to a bridge, and the item is under the bridge. Get inside the mage bubble, then look down. When you see a bubble spawn directly below you, drop down to it, and ride it to the item.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

/way #680 38.3 23.0Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Suramar, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Suramar:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
