Make sure you also pick up A Better Future and Taking a Promenade from the NPC's right there as well.
They are under the tent so you can't see the exclamation marks over their heads and they are easy to miss.Head to the main path with all of the Kirin Tor Peacekeepers and head towards the main entrance, make sure you put your costume on at this point because the Conjured Arcane Defenders are will be hostile otherwise and they don't count towards the quest.
When you reach the water fountain turn left, almost immediately you'll see a smaller path on the right, turn down that path. (/way 45.25 55.75)
You'll see a couple of hostile mobs. Let them discover you and kill them, from this point on you may as well leave your costume off.
Magnus Sendath will be right there, go over and complete that portion of Taking a Promenade and pick up the quest from him.Complete his quests and you should have killed enough to complete this quest, if not hang around until something respawns and you'll be good.

What to do
Description
Time to get to business, {name}. We cannot afford to tarry. While we are not setting up for a prolonged engagement, we must still have a war camp of some sorts. I do not expect the Nightborne to stay patiently in their city while we plant stakes. They are starting to build their defenses. Go in there and see what we are up against. You will strike them from within while we finalize our preparations.
