I noticed he won't actually spawn until you stand in the glowy light portal where the smaller adds are coming from.
[npc=90232] - Arcavellus - is located in Azsuna.

- if you start at the "Felblaze Ingress", go north and turn left at the crossroads in Faronau (not to Suramar), heading north-west, continue until you reach the "Ley-Ruins of Zarkhenar". In the purple crack in the earth, follow the trench down until the [npc=90232] appears. Go near him and some Rift Wyrm and [npc=90243] come out. Finally, you have to defeat Arcavellus.
