This quest, along with WANTED: Wyvern Poachers is unlocked as soon as you unlock the Wolf's Den in Tiragarde Sound. In order to unlock it, you have to buy a [item=162530] and complete the mission. You can accept the quest then at the Wolf's Den.
Note: You do not get reputation for "Proudmoore Admiralty", this is the Horde side quest and the description here is wrong.
Has anyone else gone back to the quest giver and notice they are not at the Wolf's Den?
