All this "upgrade" does is give you two buffs that are refreshed on you while in the outpost. Seems like a lame reward.

4. It unlocks follower mission [mission=1964] ([item=161449])
   After 3-6 hours you can take a quest Mission Report: Swiftwind Post.
   If you had full bags, check your post for the item

6. Following quest Swiftwind Post is to go and build outpost.
   Outpost is located in Drustvar (South-east at 66.15 59.52)

   This steps unlocks windrider in Drustvar <= map
   
7. 
   
8. Now you have to wait for the next Rare follower mission [mission=2094] to pop up
   After 3-6 hours you get [item=163193] Mission Report: Nature Calls quest.

10. Following quest Wicker Magic is upgrade outpost quest for this outpost
