As of BFA 8.0.1, the quest is still incredibly bugged.
I've had the issue where the mine cart would hit the bombs, however, the cart would continue to fidget and allow me to move the cart in different directions. When I did do this, I'd be pulled back to where the cart was designated to be. There was no explosion.
The best solution I found to this bug was abandoning the quest, relogging, and running all the way back up the hill multiple times to get the quest once more and pray that it would work this time. (The most recent amount of times I've had to repeat this process was at least 3.)
If you go to the quest on an heirloom bike, you MUST get off of the bike before grabbing it, or the quest will NOT be functional.

Currently bugged - Mine cart explode after a few seconds when you are in it.
Not sure how helpful this will be to anyone else, it might be on a case-by-case basis while this is still bugged. I was stuck here for a few days, but since you can "move" at the pile of explosives at the end of the railway, I tried doing a few things. Eventually, I tried "backpeddling" - pressing the movement key that makes you go backwards. After the cart jumped in place for a few moments, the explosives finally activated and the quest completed.
So to anyone stuck here, try the same - backpeddling. Hope it works!
