I couldn't see this quest at first even though it was on the map. As soon as my JC was 25 though it popped up so it seems like there's a minimum skill level requirement for these.

It appears that if you have two Azunite Pendants in your inventory with one being epic quality and the other being rare quality, the quest will use the epic one first so you might want to leave any epics elsewhere.
