The [item=132509] is initially learned from the quest In My Sights given by [npc=102197] at 59.8, 62.2 in Val'sharah.
Separately [npc=97140] offers the World Quest Work Order: Deployable Bullet Dispenser and accepts the turn in; as noted by Yakuza9 and others on other pages. For TomTom available here or here and Paste available here the coordinates to use for the NPCs are listed below.
