While this World Quest shows as being for Army of the Light, it also counts for Argussian Reach on the Emissary Quest.

If you're a crafter-only with no gathering ability, you can buy the elixirs from the AH and this rank will eliminate the need for the [item=151568]. On my server the elixirs are selling for 250g so buying them isn't too onerous to get over this hump.
