This world quest only requires that you bring 5x Skystep Potion to Shal'Aran.
You do not need to craft the potions at the world quest location, which is good because Rank 1 requires the Dalaran Alchemy Station.
Work Order: Skystep Potions rewards [spell=188320] Rank 2 Skystep Potion.
At Meredil bring, (5) Skystep Potion inside Shal'Aran cave. You will need the recipe first. You can buy the recipe from "Patrica Ega" in the Alchemy Shop in Dalaran (41.87, 32.06). Once you learn it then you can make the Potion and return to Meredil in Suramar to the cave.
