I have 40 star moss, standing next to Sister Lilyana. No way to turn in the quest.
This WQ seems to be bugged in that it shows up for people it shouldn't. My mage, who is not an herbalist, could see the WQ on the map, but Sister Lilyana did not actually show the quest when clicked on.
I brought my Death Knight, who is an herbalist, and the WQ showed up exactly as it should. It rewarded 40 war resources and +1 herbalism.
I've noticed this with the mining WQ's too; I can see them on the map on characters that don't have the skill, but can't actually do the quest.
