In addition to completing Ingot's questline, you will need a Worldbreaker Membership to speak with Dealer Vexil.
You can find a membership in Twilight Caches obtained by exchanging a Restored Obsidian Key with Igys the Believer.
If you can't find [npc=192662] in the grotto you have to wait a few minutes because she's often taking flight rounds above the area in her dragon form.
