If you use the skip feature to clear most of the Wrathion plot quests and get immediately to the point where you pick a weekly side on an alt, you do not appear to get credit for the "Wrathion's Gambit" part of this achievement. I have them all, including "A Purpose Restored" which comes after it, except for that one.
It's not a huge deal because I have Waking Hope on other characters, but if you want the credit on a specific alt do not use the skip it seems like.
Edit: I got the achievement upon logging in on that character on Dec 10. So either they hotfixed it or it just takes some time and relogging.
As of 5/17/2023:
Be aware that if you use the skip for Wathion's Gambit it is still very glitchy trying to complete this achievement. I had to log out to character select to get that part of the achievement to show as completed. From there I became stuck. The only quest that showed was A Waking Oath. I had two of the three available but Majordormo Selistra was missing for me. I had to fully log out to desktop before The Last Eggtender became available and I was able to complete this achievement.
