The quest turn-in is across the water, NOT in the corner near the area where the mob spawned despite the marker's location there.
This was not at all easy as a level 52 mage. In the end I just blew all cooldowns and burned him down as quickly as possible. Still died, but got credit.
I found the whole quest line pretty difficult - too many mobs for a mage, even with Lysander's rather ineffective help, like aggroing a group of mobs then ice-blocking so that they all came for me...
