I was having trouble with this quest too, but I found the easy way to beat it is after you kill the little sharks, hit the Mech shark once with the laser beam, then let it follow you around as you spam the egg-plosive button---of course you have to wait for the cool down. Hit the health button when you get below 50% or so. I kept getting killed at first because I would try to use the laser (which you have to be facing the target to use; that's when you get hit really hard) - forget the laser after you use it to get the big shark's attention. Backing up didn't work for me - it was too slow.

Description
Combining the remains of the Mechachicken with these shark parts, we've assembled the greatest fighting submersible of all time: the Mechashark X-Steam! Hobart and I want you to pilot it, {name}. Go west to the water and activate the Mechashark X-Steam Controller. You must kill The Hammer if we're to have any hope of exploiting the natural resources of the Dire Strait to their fullest extent. It's for the good of the cartel!
