I logged out of one character before accepting a message from Icecrown and left Orgrimmar. Now that I have returned Commander Throgg isn't here and there is no quest for me to pick up. I have completed that chain on another alt but no portal for this one either. Please advise?

Description
Our forces in Northrend have sent word. Justicar Trueheart requests our immediate assistance. We must respond to this summons at once, no matter what terrors await us in Icecrown.
