This entire quest chain is the Alliance being forced to cosplay the Horde.
Murder non-combatants, steal from refugees because you are so bad at war you went into the desert without supplies, assume that any asset you can't take for yourself is something you have to destroy and generally be as bad at war as you are are diplomacy. Oh and when you see a Sanlayin your Commander Halford comments sadly on how far the Horde have fallen from honor because Metzen-forbid that the Alliance not ADMIRE THE HORDE.

Description
I know we're here to hunt the Horde, but this is an opportunity. Exiles or not, these are Zandalari trolls, and the Zandalari have all but put in their lot with the Horde. Let's show them what we do to friends of the Horde.
