TheWoWDBJust stumbled onto the same issue; go to Tyrhold, a short flight towards the east where Alexstraza is waiting (you can see it from the top of the tower, another tower with a lightbeam shooting up from it). Complete the two quests there; killing a dragon and finding Alexstraza. After that there's a weird double up, her dragon form flies back to Valdrakken and her human form stays outside the dungeon entrance. Her dragon form is now in Valdrakken again, able to interact.

QUEST: A MESSAGE MOST DIRE
There are two quests for turn in when greeting Alexstraza. I turned in the first one on the list, then she flew off and now I can not turn in the second one which is the most important. Come to find out I should have turn in the second quest on her list first.
She is no longer here and have no clue where she is to turn in the second one. I tried to greet her at the Ruby Life Pools, she was there but doesn't acknowledge my quest completion.
Guess I'll have to contact customer service to complete the turn in.
So I tried to send a request for assistance through Customer Service. Guess what! Their Customer Service Request is BROKEN too!
So now I have a character who can't go any further into the Campaign until I can get in touch with the BROKEN WORLD OF WARCRAFT Customer Service!
If you cannot see the NPC for turn in. Open your quest log and ABANDON 'To Tyrhold'. NPC will instantly spawn in front of you ;)
