DO NOT FLY INTO THE ACTUAL RAID.
In case, like me, you killed everything before noticing you had to talk to wrathion or sebellian to get to this quest, you can go out of the instance and back in to respawn enough mobs to complete this quest

Description
These sycophants shame themselves and the black dragonflight. It is clear that they are willing to die in service of my father's dark machinations. Let us not disappoint them.
