the Dragon plume for slow fall is at /way 50 51.67.
no1 mentioned it but the journal is a natural mob, not an item to pick up.
anyway, under the giants roots there is a small cove with a small fountain u need to slow fall into./way 50 51.67 Dragon plume

It spawns in multiple locations! In addition to spawning inside the cave that you need to slowfall/fly too (@49, 40), it can also spawn in the assorted dragon nests above the waterfalls in Glitterfall Heights. I found mine @ 50, 41 (picture submitted) and I've seen it up in two other nests nearby as well.
